Hi Pawan,
do you have rights in portal for Bex broadcaster role?Please check once because when you publish any report from query designer it will ask you for portal login and then it will directly open broad cast setting page for perticular query.
one more thing please check url you are getting check wheather portal name is mentioned nad query tech name also present.
