Cost Center is not Exist

i want the main steps to create an existing cost center like create standard hierarchy and cost group so on...

when i create a controlling area in OKKP i fill the field of standard hierarchy and the system automatically creates one

i activate the component in the same tcode.

after that i don't know what to do to prepare to create a cost center in tcode KS01

but when i try to make any transaction on the cost center after create it the message "cost center does not exist " appear

even in the activate cost center tcode KEOA1 the same message appear

any help please??
